The article addresses the growing challenge of combined bargaining units under recent National Labor Relations Board decisions, including Browning-Ferris Industries and Miller &amp; Anderson, Inc. Those recent Board decisions make the possibility of combined bargaining units – units including both permanent employees and staffing agency employees - more likely, creating potentially complicated bargaining obligations for employers.
